In a recent interview, Union finance minister Arun Jaitley said if the Congress refused to come on board, the Goods and Services Tax Bill shall be put to vote in the Rajya Sabha. This is amazing, coming from the leader of a party that wasted five years of UPA-2 stalling the passage of the same legislation. What Mr Jaitley plans to do goes against the basic principles of federalism and consensus worked into the functioning of our legislature.
