Land Pool model will farmers give 25 to 30% of developed land

Towards fulfilling chief minister Devendra Fadnavis’ dream of connecting his home town Nagpur with the financial capital Mumbai through a Super Expressway, the state Cabinet on Tuesday approved a new land pool model where in addition to paying for acquired land, the state would give 25 to 30 per cent developed land to farmers, making it more lucrative for them.

The project’s implementing agency, Maharashtra State Road Development Corporation (MSRDC), had studied the Andhra Pradesh model of land pooling, where, in order to build the state’s new capital, Amravati, the AP government decided to offer 30 per cent developed land to farmers in exchange for it acquiring a total 34,000 acre of agricultural land. In case of Maharashtra, farmers will be given developed land in 24 nodes (new cities) that will be developed along the Super Expressway.

The estimated cost of the six-lane expressway is Rs 30,000 crore and it will be called “Communication Super Expressway” as it will connect the country’s financial capital with Nagpur while passing through backward areas of the state such as Sinnar, Jalna, Shendra, Waluj, Wardha and Amravati.

The state plans to come up with IT parks, educational hubs, and industrial hubs with CCTV cameras and Wifi wherever possible. The state government is also planning to lay gas pipelines along the Expressway with solar panels to be installed for generating power for the Expressway and villages and cities along the Expressway.

As of now, the project has not reached tendering stage and MSRDC has appointed five consultants who are currently preparing a detailed project report (DPR).

The state has to acquire around 10,000 hectare land for the construction of the Expressway for which MSRDC will appoint communication experts to facilitate better communication with villagers. MSRDC is in talks with different international agencies.

However, according to a MSRDC official, “The proposal of Asian Development Bank (ADB) is more feasible and we may go with it.”
