The Mumbai Metropolitan Region Development Authority (MMRDA) is in two minds on whether to go ahead with appointing project management consultants (PMC) for its Integrated Ticketing System where a single smart card can be used for all modes of transport.
In a circular dated February 3, 2016, addressing the bidders, it has stated, “MMRDA is reviewing the scope of the consultancy in the light of the initiative by the ministry of urban development on having a National Common Mobility Card and further course of action will be communicated shortly.”
Afterwards the matter was discussed among top officials of MMRDA in which it was decided that the bidding date for tendering be extended up to March 15, 2016.
“We have discussed in the recent meeting to wait for a final word from the Centre as it too is coming up with such a system and is named National Common Mobility Card and so we have extended the tendering date,” said an MMRDA official.
Discussions were held in December 2015, regarding the single-ticket system under the Unified Mumbai Metropolitan Transport Authority (UMMTA) and accordingly, a draft Request for Proposal (RPF) was prepared for the same. The objective of appointing consultants was that they could guide the
MMRDA’s preparation of the bidding process and help finalising the architecture and specifications of the technology to be used for the system.
A senior MMRDA official said, “It will be very challenging to come up with such a system as there will be various agencies with whom we have to coordinate. It will involve agencies like the suburban railways, Metro rail authorities, Brihanmumbai Electric Supply and Transport, Thane Municipal Transport and Navi Mumbai Municipal Transport, and it will be very challenging to develop and monitor software like this. Such softwares are vulnerable to hacking. Hence, we decided to wait for the final decision of the Centre before starting the work.”
