The state government on Friday faced the wrath of Opposition parties in the state Legislative Council, as they alleged that it had shown ‘disrespect’ to them by not referring the cooperation bill to the joint select committee within six months and passing it in the Assembly instead. They also stalled the proceedings of the House on this issue.
Raising the issue in the House, leader of the Opposition Dhananjay Munde said the bill was referred to the joint select committee, but it was passed directly in the Assembly on Thursday. “By doing this, the government has shown disrespect to the Upper House. Does the government want to shut down the Legislative Council ” he asked.
Minister for parliamentary affairs Girish Bapat tendered an apology for the failure to constitute the joint select committee within 90 days.
“The bill was passed in the Lower House very late on Friday. It was a technical mistake on the part of the government of not listing the bill in the agenda,” Mr Bapat said.
Replying to the debate, chief minister Devendra Fadnavis admitted that there was an administrative mistake of not informing the House about the passage of the bill in the Lower House. He further added that the government would add a corrigendum to the day’s agenda and list the bill for passage.
He said, “The government had no intention of showing any disrespect to the Upper House. Also, there was no Constitutional deadlock.”
