The police registered cases against seven Govinda mandals and organisers at Chembur police station for violating the SC guidelines over the height of the human pyramids and using Govindas under 18 years of age.
Meanwhile in Thane, the police registered a case against 16 Dahi Handi mandals for allowing minors to participate and forming human pyramids well beyond 20 feet, the limit set by the apex court. However, no arrests were made, said Thane joint police commissioner, Ashutosh Dumbhare.
A Thane police officer said no arrest was made as the police feared it might lead to a law and order situation.
In Mumbai, hundreds of Govindas were booked for various offences, including triple riding on motorbikes, not wearing helmets and drunk driving.
An official said that till 8 pm on Thursday, 351 cases of helmetless riding, 222 cases of triple riding and two cases of drunk driving were registered.
Thane police officials said all 16 Govinda groups and local Maharashtra Navnirman Sena leader Avinash Jadhav, who was the organiser, were booked under a single case.
These groups formed nine-layer human pyramids that measured over 40 feet, they said. Boys below 18 years of age had also participated.
