Government tries to lure developers for Dharavi

After failing to get any response nearly four times for the redevelopment of Dharavi, the state government has tweaked the conditions by allowing Transfer of Development Rights (TDR) for the developers who are interested in the redevelopment of the slum.
The state government expects that the move will get them the expected response from developers interested in the project.
The state government had, on January 30, 2016, floated global tenders of Rs 22,000 crore for which it had opened the bids on March 20. These bids did not find any takers. The government was therefore compelled to extend the deadline by further opening the bids first up to May 5, and then till May 20. But that too did not yield any results, further compelling the state government to push the date for bidding till June 21, 2016.
“The decision of tweaking the conditions was taken by the state government after the developers who had attended the pre-bid meetings suggested that the government give them relaxations in terms of TDR and experience of rehabilitating,” said a senior state government official.
According to the tweaked conditions, the developer will be given rights to sell 33 per cent of the TDR in the open market, a move the state expects will help developers generate revenues for redevelopment.
Further, the state government had also brought down the number of slum dwellers that a developer should have rehabilitated to 500 from the earlier 1,000.
According to the tender, tenants will get houses of 350 square feet instead of 300 square feet as recommended by the former Congress-NCP government. The state government has divided the 557-acre plot into five sectors for redevelopment. Of these, sectors one to four are with the Dharavi Redevelopment Project (DRP) while Maharashtra Housing and Area Development Authority (Mhada) has already started redeveloping the remaining sector.
The project will get a Floor Space Index of 4 and will be redeveloped under the Development Control Regulation (DCR) 33 (9) (A) and 33 (10) (A).
