Civic officials can now be forced to take compulsory retirement over misconduct in services. In its new draft to ensure proper conduct and discipline among its employees, the Brihanmumbai Municipal Corporation (BMC) has now proposed to include the clause of ‘compulsory retirement’ in its rules, on the lines of the state government rules.
The civic body has prepared a draft for BMC Services (Discipline and Appeal) Rules — 2015 has been prepared, to which the clause of compulsory retirement has been added in the ‘major penalties’ section. The other penalties in this section are removal from service, dismissal from service and reduction to lower pay-scale or demotion.
“The civic administration was planning to amend the behaviour and discipline guidelines for the BMC employees. The previous rules did not include the clause of compulsory retirement. The new draft for BMC Services (Discipline and Appeal) Rules – 2015 has been prepared on the lines of Maharashtra Civil Services (Discipline and Appeal) Rules 1979 and the clause of compulsory retirement has now been added to it,” said a senior civic official.
The minor penalties include censure; withholding of promotion; recovery from pay of the whole or part of any pecuniary loss caused to government, by negligence or breach of orders, etc.
