Coastal Road on track as BMC invites Expression of Interest
The Brihanmumbai Municipal Corporation (BMC) has kickstarted yet another phase of the construction of the long-awaited Coastal Road in the city.
The Brihanmumbai Municipal Corporation (BMC) has kickstarted yet another phase of the construction of the long-awaited Coastal Road in the city. It has now opened up Expression of Interest (EOI) for the first phase of the Coastal Road, between Priyadarshini Park Flyover and Carter Road, subscribing to the international bidding standard. An EOI is used to shortlist potential suppliers or contractors before inviting bids from tenders.
Through this process, which has been divided into four parts, the BMC has revealed the qualification criteria for potential bidders, defined the scope of the work, and has revealed cost estimates for each part. It will now invite comments from the interested parties. Suggestions from citizens have also been invited.
The EOI enlists performance criteria for the bidder, including financial performance of the bidder for the last seven years and the company’s annual turnover. The bids will be reviewed for two weeks, after which the coastal road department will finalise the drawings, patent the document, and publish it online. Two consultants have been employed for this stage, a regular consultant and a peer review consultant, who will review the suggestions. This is the first project in the city that has crowd-funded its consultants, thus opening up the document to public scrutiny.
The four portions opened up for EOI presently, include a 3.4-kilometre long road between Princess Street flyover and Priyadarshini Park costing Rs 640.5 crore, a second 3.8-km long stretch between Priyadarshini Park and Baroda Palace costing the civic body Rs 154.2 crore, another 2.7-kilometre long road between Baroda Palace to the Worli of the Sealink that will cost the civic body Rs 727.8 crore, and the fourth 4.3-kilometre long stretch between the Bandra end of the Sealink and Carter Road costing Rs 1332.6 crore.
