In a major boost to development, the urban development department (UDD) has unlocked agricultural lands and no-development zones for building five-star hotels, medical and educational institutes, amenities along highways and development of industries by charging premium in lieu of granting additional FSI. The above amendments in the Maharashtra Regional Town Planning Act is applicable to cities and towns, including Mumbai, Pune, Nagpur, Nashik, Aurangabad, Kolhapur, Ratnagiri.

The UDD on Thursday has issued four notifications regarding the development in agriculture land and no-development zone areas giving a major push to inviting industries to the state. The use for development on agriculture land and no-development zone plots were restricted so far, as the FSI granted was very low.

The five-star hotels can consume Floor Space Index (FSI) 0.9 by paying a premium of 35 per cent that will facilitate having one-storey structures. Earlier the FSI was 0.1 only. In another decision, educational and medical institutes can come up on the agriculture and no-development plots. The building rights were restricted at one FSI allowing only ground plus one structure. The additional development can take place by paying premium of 30 per cent of the land rate, another notification said. The similar rules are applicable for the industrial use of the land, as per the third notification.
