The state, which is under pressure to complete the airport work by 2019, has decided to get rid of the land acquisition process by legalising illegal structures till September 2013 so that construction work can commence. The project has been long pending and was stuck in land acquisition disputes and environment permissions.
A meeting regarding the airport was held last week. It was headed by CM Devendra Fadnavis, attended by City and Industrial Development Corporation (Cidco) officials and local representatives. In the meeting, the government also brought some changes in the rehabilitation policy so that the project affected people (PAP) gets maximum benefits without further opposition.
“The structures that encroach upon Cidco land but are built outside the core area of the Navi Mumbai airport must also be given the same benefits as the earlier regularised structures. The decision has been taken keeping in view that these illegal structures may later fall in the core area if or when increased. But the cut-off date of September, 2013 will remain unchanged,” the CM’s note in the meeting said.
The collector has been given six months’ times to implement the decision.
The structures within core area of the project will get three times the land and additional benefits.
Desperate to complete the technical process of rehabilitation, the CM also asked Cidco officials to provide transfer of development rights (TDR) to cattle shed owners in the project’s core area. The rent period for the PAP has also been increased to vacate the land speedily. “It is necessary to vacate the land to start the actual work of the Navi Mumbai International Airport. It was pre-decided that the PAP should be given rent for a period of one year, however, after the request from the people’s representatives, the period has been increased to 18 months. The period will start from July 16,” the CM’s note further stated.
In the earlier scheme of things, PAPs with more than one plot, or whose spouses owned separate plots were entitled to a single plot in rehabilitation. But after insistence from the PAPs and local representatives, it was decided to give two separate plots, the note added.
The ambitious project of Rs 15,000 crore has been long pending and has faced several environmental hurdles. The BJP-led government managed to get all the environment clearances and announced 2019 as the date for the first take-off.
