Mumbai: A proposal to increase the FSI (floor space index) limit in the city could worsen the congestion in this world’s second most densely populated city and further cripple the civic infrastructure, sources say.

A proposal to grant up to 3 FSI including premium FSI in the city areas while keeping the FSI in the suburbs to 2.5 will mark a major shift in the town planning policy of decongesting South Mumbai, the sources believe.

The 1991 Mumbai development plan (DP) aimed at decongesting the city. So the FSI limits were set at 1.33 in the city and 1 base FSI in the suburb. It also stipulated a 1 TDR (transferable development rights) limit. It did not allow premium FSI in the city.

The government has been allowing TDR in the city from November 2016.
