New Delhi: A report prepared by Raj Niwas has claimed that two AAP legislators had recently assaulted chief secretary Anshu Prakash at chief minister Arvind Kejriwal’s residence. Lieutenant-governor Anil Baijal, in his report to the Union home ministry, said that the chief secretary had been summoned by the chief minister for a late-night meeting, when the incident took place.

“The report from the lieutenant-governor has been received. The ministry will examine the report and take appropriate action,” a senior official told this newspaper. The ministry will soon forward the report to President Ram Nath Kovind for consideration.

A well-placed source said that Mr Baijal’s report mentioned that AAP MLAs assaulted Mr Prakash in the presence of Mr Kejriwal and deputy chief minister Manish Sisodia. “Report from the lieutenant-governor also mentioned that MLAs present in the midnight meeting also heaped abuse on the chief secretary and tried to forcefully stop him from going out from the meeting room,” he added.

Mr Prakash claims that he has been assaulted on Monday night at Mr Kejriwal’s residence during an official meeting. The officer claimed he was questioned about the AAP government’s media publicity during the meeting, while the AAP functionaries say he was called to discuss complaints on ration distribution. Source said that Mr Baijal in his report mentioned all the details related to assault of the chief secretary which led to a constitutional crisis.

“The report mentions that Mr Prakash was asked about the advertisement on completion of three years of the Kejriwal government. In the meeting, Mr Prakash briefed everyone on legality and the Supreme Court guidelines,” he added.

A senior official said that if it is found after examining the lieutenant-governor’s report that there is a constitutional crisis in the national capital, dismissal of the Delhi government will be recommend to the President. Sources said that Union home minister Rajnath Singh is likely to discuss the report with the top BJP leadership.
