Recycling e-waste not permitted: Imran Hussain

New Delhi: Reviewing the e-waste management rules, Delhi environment minister Imran Hussain on Tuesday directed the authorities to ensure that there is no dismantling and recycling of e-waste in the city.

During the meeting attended by the senior officials, the minister said that dismantling and recycling of e-waste was not permitted in the capital.

“E-waste management in Delhi assumes significance in view of the fact that use of electronic, telecommunication and computer devices has increased manifold consequently giving rise to corresponding increase in wstage of old electronic and electrical equipment,” a Delhi government statement said.

According to the amended E-waste (management) Rules, 2016, every producer of electrical and electronic equipment should apply for extended producer responsibility (EPR) for handling and managing e-waste.

The EPR is an authorisation given by Central Pollution Control Board (CPCB) for collecting and managing e-waste. This authorisation is given for a period of five years and for obtaining EPR, a producer is required to submit a detailed plan for collection of e-waste, mode of collection, details of collection points and agency responsible for such
collection.

The Delhi Pollution Control Committee (DPCC) is responsible for checking the compliance of conditions laid down in EPR authorisation in National Capital Territory (NCT).

The DPCC officials said that till date the CPCB has given EPR authorization only to 47 producers from NCT of Delhi

Mr Hussain also reviewed the working of Construction and Demolition Waste Management Rules, 2016.

“The DPCC officials said that these rules have been notified by Union ministry of environment, forest and climate change in 2016 to tackle the issues of pollution and waste management.

Mr Hussain informed that the new rules were aimed to check the indiscriminate disposal of construction and demolition waste and enabling the channelisation of such waste for recycling and re-use.
