Contractual jobs in certain sectors may end: CAPLB

New Delhi : In a bid to abolish contractual system of employment in certain sectors in the capital, the Delhi Advisory Contract Labour Board (DACLB) will convene a meeting on December 20 to discuss the issue.

Delhi labour minister Gopal Rai said the board, which had been formed by the city government on November 14, will address issues related to contractual labours in the capital.

In his Independence Day speech, chief minister Arvind Kejriwal had promised that his government would abolish the contractual system in sectors such as sanitation among others.

The DACLB is a 13-member tripartite statutory board with the labour minister as its chairperson. Besides two MLAs, it has representatives from both employers and employees’ unions.

“The board has called a meeting on December 20 to discuss various agenda, including abolition of contractual system in permanent jobs in certain sectors. It will also ensure equal wages for equal work for the contractual employees,” Mr Rai said.

He said “large-scale” violations have been reported to the labour department by contractual workers from time to time related to non-payment of notified minimum wages, violation of Provident Fund, employees’ state insurance (ESI) and payment of bonus among others.

In August this year, Mr Kejriwal had said the Aam Aadmi Party government would abolish contractual system in areas that require regular employment  throughout the year.

“For example, sanitation workers are required to do their job throughout the year. We will abolish contractual system in regular jobs. However, we will not change per se the temporary job system,” Mr Kejriwal added.
