It is indeed a welcome move by the Nitish Kumar-led Bihar government to ban alcohol. Seeing a positive response from women and children, Mr Kumar went from a partial ban to a complete ban in the state. The real problem now is the implementation of this order. The government must realise that its work is not restricted to merely not issuing fresh licences. The implementation of an alcohol ban has in the past meant that black-marketing has flourished.
