The Maharashtra Assembly recently passed the Prohibition of Social Boycott Bill to crack down on caste and community panchayats. There was no effective law to deal with rising cases of social boycott in Maharashtra after the Supreme Court declared the Bombay Prevention of Excommunication Act, 1949, void in 1962. The new bill not only provides for high quantum of imprisonment and fine, but also requires the trial to be over in six months and puts the onus of disproving the charge on the accused. Other states should follow suit.
