Hopefully, Maharashtra’s parched Marathwada will receive some respite from the very news of abundant rains. After all, Latur in Maharashtra has become synonymous in the public imagination with gun-toting guards protecting water against theft. After two years of feeble rains and a sharp rise in the prices of commodities, more than normal rains should offer a breather to farmers and governments alike.
