Of late Prime Minister Narendra Modi has been talking a lot about farmers’ welfare. From questioning the negative perception of “subsidies” given to farmers as opposed to the “incentives” given to big businesses, to his recent Mann Ki Baat on January 31, where he asked people to spread awareness about the new Pradhan Mantri Crop Insurance Scheme, Mr Modi has been hitting the right notes on farmer welfare. One wonders if this has anything to do with the upcoming Assembly elections in Punjab and West Bengal, both agrarian states
