As the Punjab police failed to make headway in the Gurdaspur attacks, Pathankot happened. That the terrorists roamed freely despite having attacked and hijacked the vehicle of the SP, Gurdaspur, shows that intelligencesharing continues to be a problem. While the attack was planned in Pakistan, it is early to accuse their government of complicity.
