Congress chief ministerial candidate in the UP Assembly elections, Sheila Dikshit, said on Monday that Prime Minister Narendra Modi was paying mere lip service on cow vigilantism and that strict action is needed to improve the situation.

“I have seen cows wandering on the streets and no one cares for them. The government should ensure construction of cow shelters because cows have the right to life. Work should be done on the ground for this,” Ms Dikshit said.

The Congress leader said that development had stopped after the UPA government and the same was the case with Uttar Pradesh.

She said that people’s hopes had been revived with the advent of the new Congress team in the state and this was evident from the response of the people during the yatra form Delhi to Kanpur and then the programmes in Lucknow and Varanasi.

She said that the huge crowds that turned out for Congress president Sonia Gandhi’s road show in Varanasi also reflected the disillusionment of the people with the Prime Minister in his own constituency.

“In the past 27 years, people of the state have seen SP, BSP and BJP but the state is now among the five least developed states in the country,” she said.

She also said that the Congress would contest the Assembly polls on its own.
