There are indications that chief minister Nitish Kumar’s adviser for planning and development Prashant Kishor is busy creating a team of young professionals who will help in the implementation of “seven point agenda” for development in Bihar.

Most of these professionals are likely to be from his old team which had successfully handled Mr Kumar’s campaign during the Assembly election last year. Mr Kumar, who had approved the formation of Bihar development mission scheme last week, had directed the state government officials to focus on early implementation of his “Seven Point Agenda” for development.

The Bihar development mission will focus mainly on finding resources to solve problems and to ensure timely implementation of schemes. Mr Kumar’s “seven point agenda” for development includes, giving financial aid to unemployed youth and providing better and equal education facility for students, clean drinking water, reservation to women in government jobs etc.

The state government has already made reservation in government jobs for women. A JD (U) leader, while welcoming chief minister’s decision, said, “Nitish Kumar’s decision to associate Prashant Kishore with the scheme will help in early implementation of his seven point agenda.”

Claiming that the scheme will begin to take shape in a year’s time, sources said Mr Kishore is also working out ways to station some his team members in districts who will work in close coordination with the state government officials.

“The idea is to create a support base and not to draw a parallel line,” a source clarified when asked whether presence of young professionals would disturb the bureaucratic machinery in the state. He added, “This scheme will prove as a benchmark to other states.”
