Jammu and Kashmir chief minister Mehbooba Mufti on Tuesday hinted at granting general amnesty for separatist militants if they submit to the Constitution and rule of law may be an option before the PDP-BJP government.

She said at a meeting of Unified Headquarters held here that it would be in the fitness of things “to give an option of homecoming to the local youth who have picked up guns”.

It was the first meeting of the Unified Headquarters she chaired after taking over as Jammu and Kashmir’s first woman chief minister earlier this year.

Unified Headquarters, which sometimes is referred to also as Unified Command, was formed in 1993 to give a coordinated and planned response to the threat of insurgency in the state.

It comprises the Army, Border Security Force (BSF), Central Reserve Police Force (CRPF), the J&K police, various state and Central intelligence agencies and senior government functionaries such as chief secretary.

The chief minister is the chairperson of the Unified Headquarters and the General Officer Commanding (GoC) of Srinagar-based 15 (Chinar) and Nagrota (Jammu-based) 16 Corps are security advisors to the chairperson.

At Tuesday’s meeting, entire gamut of security-related matters and peace on borders with Pakistan and China were discussed threadbare, an official spokesman said.

He added the chief minister was briefed by top officers of the Army, police and civil administration about wide-ranging issues, overall security scenario as well as the steps taken to maintain peace in the state.

Ms Mufti, while speaking at the meeting, urged the security agencies to conduct their operations keeping in view the safety of the people so that an environment of peace and tranquillity is maintained, which, she said, will enable the government to implement its agenda of good governance and development in the state.
