While the Congress is yet to appoint its PCC chief in Assam following the death of Anjan Dutta, Tamil Nadu PCC chief E.V.K.S. Elangovan has resigned owing moral responsibility for the party’s debacle in the state Assembly polls. Bihar PCC chief Ashok Chaudhary is likely to be replaced under the “one man, one post” norm since he is a minister in the Nitish Kumar government. The AICC is yet to decide the fate of Uttar Pradesh Congress chief Nirmal Khatri as well.

Meanwhile, the AICC on Saturday indicated that charge of the Punjab Congress would be given to a senior leader in the next two days. The AICC does not have a general secretary to look after the state, which is going to polls in the coming months after Mr Kamal Nath was “relieved” from the Punjab charge in the wake of a controversy over his role in the anti-Sikh riots.

The AICC feels the party needs to take corrective steps in four states — Assam, Tamil Nadu, Bihar and Uttar Pradesh — for different reasons. Congress chief Sonia Gandhi believes in piecemeal changes rather than making drastic changes in the organisation. This has been her style of functioning, insiders pointed out.

The Congress lost the Assam and TN polls badly and one of the factors behind its debacle in the LS and the Assembly polls was poor organisation.

The organisation is also weak in Bihar and UP. Congress leaders from the states have been pressing for PCC chiefs from upper castes, especially brahmins. If the RJD, JD(U), SP, BSP and even BJP have been playing the backward caste card, the Congress has to approach upper castes to make itself relevant, they feel.

Although the Bihar PCC chief Ashok Chaudhary is from the backward caste he cannot make a dent in the backward caste support base of the JD(U),RJD and even BJP in Bihar in the next Lok Sabha elections.
