With just two months left for the unveiling of the Union Budget for 2016-17, the government, in a major bureaucratic reshuffle, has shifted senior IAS officer Aradhana Johri out as disinvestment secretary to Cabinet Secretariat.
Amitabh Kant, secretary in department of industrial policy and promotion, has been given additional charge of the post of chief executive officer (CEO), Niti Aayog, after the completion of the tenure of Sindhushree Khullar. Ms Khullar was appointed as CEO of Niti Aayog for a fixed term of one year, which ends on Thursday.
Ms Johri, a 1980 batch IAS officer of Uttar Pradesh cadre, has been replaced by Neeraj Kumar Gupta, who till date was special secretary in department of public enterprises.
Ms Johri has been appointed as chairperson of National Authority for Chemical Weapons Convention under Cabinet Secretariat, an order issued by department of personnel and training said. Though no reasons have been stated behind the change in the key department of disinvestment, the move may have been influenced by the fact that out of the total disinvestment target of Rs 41,000 crore for the fiscal through stake sale PSUs, the government till date has been able to garner just over Rs 12,000 by selling stake in only four companies, namely Power Finance Corporation, Rural Electrification Corporation, Dredging Corporation of India and Indian Oil Corporation.
Sanjay Mitra has been named as the new road transport and highways secretary. He is currently posted in his cadre state West Bengal, and will take over from Vijay Chhibber, who superannuates on Thursday, the order said.
Rashmi Verma, a 1982 batch IAS officer of Bihar cadre, has been appointed as secretary, ministry of textiles. Ms Verma, who is special secretary in department of revenue, will take the new charge from Sanjay Kumar Panda after his superannuation December 31. The Appointments Committee of Cabinet has approved that Sanjay Kumar Srivastava, secretary (coordination) in the Cabinet Secretariat, will continue to hold the additional charge of the post of secretary (security), Cabinet Secretariat.
