BJP Rajya Sabha member Vijay Goel on Saturday demanded that a public survey should be conducted under the guidance of the Supreme Court or the Election Commission ahead of the next odd-even scheme. Mr Goel said that if the next phase of odd-even is implemented without adequate infrastructure and public transport, then on the very first day there would be a rally in Ramlila Maidan to protest against the scheme.
Mr Goel said that the first phase of odd-even scheme was held without any survey and people had to face immense troubles.
Mr Goel pointed out that the Chief Justice had also raised concerns over the scheme He said that despite odd-even in force, pollution has not come down and the quality of air has not improved in the national capital.
“I would ask the Central Government and the Supreme Court to form a committee on pollution and environment related matters. The aim of this committee would be to assess whether there is enough preparedness by the Delhi government before enforcing phase three of odd-even or is it again just a tool for publicity. Only when the committee is satisfied and gives approval that there is adequate public transport and other modes of commute, only then the third phase of the scheme should be implemented,” added Mr Goel.
Mr Goel asked that the Delhi government should answer exactly how much has been spent on Odd-Even Phase two. “Was '100 crores spent on advertisements of Odd-Even 2 and if not, then the publicity budget of the scheme should be made public. Pollution level reports by various agencies should also be made public. And the government should answer on how many new cars were purchased due to the scheme,” said Mr Goel.
