A special court has directed the NDMC to file a reply on the complaint of the CBI pertaining to irregularities committed in awarding work worth '160 crore to ineligible foreign company for the improvement of Shivaji Stadium for CWG 2010. The CBI had alleged in its complaint that the then NDMC chairman was involved in corruption by favouring an ineligible contractor and yet the concerned competent agency did not grant sanction for his prosecution. The court has now asked the competent authority to disclose the reason for refusal to grant sanction for prosecution of the then NDMC chairman.
Special CBI Judge Ajay Kumar Jain also issued summons to the then New Delhi Municipal Council’s (NDMC) executive engineer Vinay Kumar Gulati, superintendent engineer Randhir Singh Thakur, a foreign company China Railway Shisiju Group Corporation and its subletee company Simplex Project Limited and five other individuals.
The five others — Simplex Project’s CMD Balkishan Das Mundhra, director Jai Kishan Bagri, Sudershan Das Mundhra and Raghav Das Mundhra, and Jiashu Zhao, who was the representative of China Railway Shisiju Group Corporation in India — have been asked to appear before the court on September 14, after taking cognisance of chargesh-eet under various charges dealing with criminal conspiracy, cheating and under provisions of the Preve-ntion of Corruption Act.
The upgradation of Shivaji Stadium was awarded to China Shisiju Group Corporation for more than '160 crore by the then officials of the NDMC. They abused their official positions in connivance and conspiracy with private persons, the CBI alleged.
The agency also alleged that the then NDMC chairman, Parimal Rai, who was heading the empowered committee, knew about the ineligibility of the company, but took no steps to remove any objections and facilitated the award of work to the group.
