A delegation of city BJP leaders met lieutenant-governor Najeeb Jung on Thursday and submitted a memorandum on the AAP government’s violation of constitutional procedures in introducing various bills in the Delhi Assembly and claimed that it was suppressing the voice of the Opposition.
In the memorandum, the BJP leaders highlighted the introduction of seven prominent bills in the Assembly, including Delhi School Education (Amendment) Bill, Delhi Education (Fee) Bill, Working Journalists and Other Newspaper Employees Bill, Code of Criminal Procedure Bill, Minimum Wages Bill, Delhi Skill University Bill, and the Delhi Lokpal Bill had violated Rule 55 (1)(A) of Conduct of Business Rules of Legislative Assembly under which the prior approval of the Central government is essential. The city BJP said the AAP government was not following the rules due to political obstinacy. In its memorandum, the BJP regretted that in spite of the discrepancies the Speaker of Delhi Legislative Assembly had allowed the introduction of these bills and disregarded the amendments of the Opposition members and supported the ruling party in suppressing the voice of the Opposition.
The BJP said that there was altercation between ruling party MLA Alka Lamba and BJP MLA Om Prakash Sharma due to a personal dispute, but Mr Sharma was “immorally expelled” from the House.
“The Leader of the Opposition in Delhi Legislative Assembly Vijender Gupta was stopped repeatedly from speaking in the House, also expelled and the ruling party MLAs behaved in indecent manner with him at the time of his expulsion from House forcibly and he was also injured in the process. Such incidents have never been witnessed in Delhi Legislative Assembly. We requested the lieutenant-governor that he should make an assessment of the working of Delhi Legislative Assembly,” Mr Gupta said.
