A senior Delhi bureaucrat, who recently received his salary after being kept by the AAP government without a posting for four months, has urged chief minister Arvind Kejriwal to devise a system so that all the government employees were not only paid on time, but were also not subjected to such humiliation.

In a letter to Mr Kejriwal, former special secretary (transport) Kuldeep Singh Gangar wrote the chief minister had called him to his office on October 21 to discuss the extension of tenure of various shopkeepers located at the ISBT. Mr Gangar said he was transferred on the same day without any further posting. His transfer order was placed on the government’s website on October 23 last year. After successfully organising the first car-free day in the city, Mr Gangar said he reported to the services department.

After a few days, Mr Gangar said he received a phone call from deputy CM Manish Sisodia related to his next posting.

Mr Sisodia told him that he was being posted as the special inspector-general, Central Jail Tihar. But two days after joining as the special IG, Mr Gangar said the services department issued an order whereby his posting was kept in abeyance.

The letter said: “Thereafter, I have been without a posting for the last more than four months. I did not receive my salary for the last four months. Due to this I could not submit my bills for medical treatment of myself and my wife. After persistently pursuing the matter, the services department issued the order for the release of my salary.”

“It is requested that a system may be created so that any employee of the GNCTD receives their salary and other dues on time. This will ensure that in future any other employee of the Govt. of NCT of Delhi and his family does not have to go through such hardships, harassment and humiliation.”

Reacting to the matter, a government spokesperson said, “Transfer and posting are the prerogatives of the government. Any violation of service rules will be dealt with strongly and malicious allegations against the government will not be tolerated.”
