Take responsibility

Jammu and Kashmir chief minister Mehbooba Mufti’s belief that the state deserves “special attention and care” amounts to evading her responsibilities as chief minister. The state’s development lies in her hands not the Centre’s, which can only provide necessary aid. Ms Mufti must lead by example.
