In a democracy, should the portfolio of a minister really matter Almost all the media reactions to the just recast Union Cabinet were typically same: HRD minister Smriti Irani is shunted to textiles ministry, D.V. Sadananda Gowda is almost shown the door by making him in charge of programme implementation, and so on. The upshot is that no matter what portfolio a minister gets, it should not have any bearing on the people or on those in power. What should matter is how efficiently that minister has performed.
