Prime Minister Narendra Modi’s assurance that the religion of his government is “India first” and the Constitution its “holy book” has proved to be hollow given the way he invoked President’s Rule in Arunachal Pradesh, and now in Uttarakhand, on the trot, within two years of assuming office. His actions have only succeeded in uniting the Opposition-led states for fear of predatory action by the Centre and in making his government seem power-hungry.
