A senior Delhi government official said once the air pollution data is analysed threadbare, the government, with the help of experts, will place a proposal before the Delhi Cabinet. If the proposal is cleared by the council of ministers, there is a strong possibility the Cabinet will recommend that this should be tabled before the Delhi Assembly.

The source said talks were also going on at Players Building that the government could convene a special session of the Delhi Assembly to discuss the future course of the “odd-even” formula. “Once there is a thorough debate in the House, then and only then will any concrete measure be taken,” he added.

A bureaucrat said the government was discussing ways to bring in this policy through the Assembly so that it does not face much criticism from those who are likely to be affected by it. “The government can easily counter the argument against the odd-even policy by saying the decision had been taken by legislators, who have to face the people in their day-to-day work. So the legislators will be taking a decision which is in the interests of citizens of the city. Otherwise, they are bound to face flak in polls,” the official said.
