The GoM will also examine if investigating officers can be held accountable in cases of delays in the filing of chargesheets in cases of sexual violence against women, chief minister Arvind Kejriwal said.

The GoM will also suggest measures for the expeditious delivery of justice. The GoM will be headed by deputy chief minister Manish Sisodia.

Attacking the police, the CM said law and order in Delhi had deteriorated significantly and women did not feel secure in the city. “There is no fear among those who commit such crimes. The sense of security is over,” he added.

Mr Kejriwal has been targeting the Centre after the rapes of a two-and-half-year-old child and another five-year-old girl in the city on Friday, and even reiterated his demand for the handing over of the Delhi police at least for one year to the Delhi government. On Sunday, Mr Kejriwal had a meeting with lieutenant-governor Najeeb Jung, after which he stepped up attack on Prime Minister Narendra Modi, saying he will not let him sleep “peacefully” if “jungle raj prevails” in Delhi. “We will not allow the PM to sleep peacefully if women in Delhi do not get proper safety and the present trend of rapes continues. That is guaranteed,” he had said.

The chief minister has been maintaining that there was no control over the Delhi police and that it was high time that it was made accountable.

The GoM, headed by deputy chief minister Manish Sisodia, will prepare a list of rape cases pending in various courts in Delhi in order to fast-track them.

The proposal to prosecute juveniles aged above 15 years of age as adults came as two boys, aged 16 and 17, were accused of raping a two-and-a-half year old girl in west Delhi’s Nihal Vihar last week.

A senior government official said after the GoM submits its report to the Cabinet, a decision on whether to forward it to the Centre or not will be taken by the government.

The chief minister said the Delhi government was ready to spend funds to increase the number of courts, judges and improve the existing infrastructure in this regard for expeditious delivery of justice.
