Be disaster ready

Natural disasters, especially floods are a recurring phenomenon in large parts of India. So the creation of a separate ministry to deal with natural disasters, proposed by some parliamentarians is a welcome move. Since affected states are the first responders, their requests for adequate funds, setting up of area-specific agencies to carry on rescue operations and greater autonomy to take independent decisions merit consideration.
