CM Fadnavis promises new law for cluster redevelopment

Mumbai: In the wake of Dongri building collapse, chief minister Devendra Fadnavis has directed that a new comprehensive law be enacted for the cluster-based redevelopment of dilapidated buildings in Mumbai. The CM has also instructed to register offences against developers, who have built illegal constructions.

Mr Fadnavis on Wednesday took a review of dilapidated and decrepit buildings in Mumbai in a meeting at Mantralaya on the backdrop of a collapse of an illegal building in Dongri, in which 13 persons have been killed.

Mr Fadnavis issued directives to the housing department to formulate a comprehensive legislation for the cluster-based redevelopment of old and dilapidated buildings, which are known as cessed buildings.

“The CM directed to prepare a cluster of buildings, which are dilapidated and dangerous. A law should be enacted so that there are no obstacles in the redevelopment of these buildings. After evacuating them, he said that they should be redeveloped through Maharashtra Housing and Area Development Authority,” said a senior official.

The chief minister also instructed that during the cluster development of these buildings, residents should be offered alternate accommodation. They should be given houses, which are available through various schemes like slum redevelopment, transit camps etc, he added.

Residents of buildings categorised as ‘cessed’ are required to pay a levy to the Maharashtra Housing and Area Development Authority (Mhada) for their upkeep.

According to the statement, if there are more than one dilapidated buildings in a particular area, then redevelopment of all buildings can be undertaken by treating them as a cluster and through a single real estate developer.
