Top officials reshuffled by AAP government

In a significant move, the AAP government has res-huffled at least a dozen of its officials in the national capital. A 1996-batch IAS officer, Geetanjali Gupta, who had proceeded on leave in protest against her posting as examination controller to the Delhi Subordinate Service Selection Board (DSSSB), is now the new secretary of social welfare and women & child development, thus relieving Mr Parimal Rai of his additional charge.

Ms Gupta will be holding the charge of the director of the WCD. She was earlier transferred from the transport department after she refused to sign an order under the Motor Vehicle Act as it had no prior approval of Raj Niwas.

Ms Gupta had gone on protest leave after she was assigned the job of the examination controller of the DSSSB and was directed to report to her junior Dilraj Kaur, who has now been tasked the job of the director, social welfare.

A 1996-batch officer and Delhi Finance Corporation CMD, Anindo Majumdar, is the new chairman of the DSSSB. Mr Majumdar had hogged the headlines after his office room was locked by the government for signing an order of giving acting chief secretary’s charge to Shakuntala Gamlin in the absence of chief secretary K.K. Sharma, who had proceeded on a 10-day leave to visit his daughter in the United States.

A. Anabarasu, a 1996-batch officer, who is holding the charge of divisional commissioner and revenue secretary, has been given additional charge of secretary (land and building). The post of the secretary of land and building had been lying vacant after senior bureaucrat Dharampal was made additional secretary (fertilisers) in the Union government.

Janak Digal (1985), who was holding the charge of chairman of the DSSSB, is now Delhi Finance Corporation CMD. And P.R. Meena, a 2002-batch officer, has been designated as the special commissioner of VAT.

Mission Convergence in-charge Saumya Gupta has been posted as the managing director of the Delhi Tourism and Trans-portation Development Corporation. Earlier, she was the director, women and child welfare department, while senior IAS officer Keshav Chandra will continue to hold the additional charge as chairman of the DTTDC. Director (training) Ashutosh Kumar has been posted as the controller of examination with the DSSSB.

While seeking prior approval from lieutenant-governor Najeeb Jung, deputy chief minister Manish Sisodia noted that the aforesaid order is being passed in exercise of powers conferred under Article 239AA (4) of the Constitution read with Allocation of Business Rules & relevant provisions of transaction of business rules. “However, without prejudice to the above and in deference to the ongoing proceedings in the Delhi high court and to ensure smooth functioning of the government, the above order allocation of work is placed before the L-G. Should the L-G wish to have any deliberations, the minister in charge (services) would be happy to meet Mr Jung. Should the lieutenant-governor desire any more information, the government will provide the same.” Among others reshuffled are special commissioner (transport) Kuldeep Singh Gangar.
