Force tasked with job to compile list of active notorious fringe elements

Recent rise in the attacks on activists and leaders and mischievous activities being carried out by right-wing fringe members and other small groups, claiming to be members of the Shiv Sena, the top brass of the Delhi police is preparing a comprehensive list of such miscreants to ensure no untoward incidents take place in the national capital.

The Delhi police special branch, an intelligence arm of the force, has been tasked with the job to compile the list of active notorious fringe elements in the city. The police is also planning to keep a vigil on such people as they have become “major embarrassment” for the law enforcement agencies and lawmakers.

A senior officer said that in an attempt to prevent incidents that can affect law and order in the national capital, the special branch has started the process of identifying such miscreants. “Now onwards, we will ensure that such fringe elements are caught before they plan to carry out such disruptive activities.”

Before the beef ruckus at the Kerala House, the same Hindu Sena group headed by Vishnu Gupta had attacked an Independent MLA from Jammu & Kashmir, Engineer Rashid, at the Press Club of India in New Delhi and smeared black ink all over his face on October 20. After throwing black ink and engine oil on him, the members of the outfit had shouted, “Gau Mata Ki Jai” and said that “it was a befitting punishment for hosting a beef party in Kashmir.”

Mr Gupta was also Shiv Sena’s Delhi youth wing vice-president. Later, he resigned on a serious issue related to north Indians. On January 8, 2014, Mr Gupta and his men had attacked Aam Aadmi Party’s Kaushambi office. In 2013, Mr Gupta along with another protester had slapped and assaulted 70-year-old Lashkar terrorist Abdul Karim Tunda inside Delhi’s Patiala House court premises.

Another such fringe group is Bhagat Singh Kranti Sena led by Tajinder Pal Singh Bagga. Bagga had attacked senior lawyer Prashant Bhushan who supported a plebiscite in Jammu and Kashmir in line with UN directive. He also had led protests against writer-activist Arundhati Roy. A police report said that the members of both the Hindu Sena and the Bhagat Singh Kranti Sena were first associated with Sri Ram Sena, which had ransacked the central office of the Samajwadi Party in New Delhi in retaliation for defamatory comments allegedly made by the Samajwadi leaders against Delhi police inspector Mohan Chand Sharma, who died in Batla House encounter.

Both Mr Bagga and Mr Vishnu were members of Sri Ram Sena in 2008. When then national general secretary of Sri Ram Sena Binay Kumar Singh, primarily known for his moderate approach, left the organisation in 2009, the group fell apart. Both Mr Bagga and Mr Vishnu parted ways and formed their own groups. Mr Binay Kumar Singh is no longer active in any right-wing group.

The Delhi police is now making a complete list of members of all the fringe groups as well as members of Shiv Sena as they have decided to carry out protests against concert of Pakistani singer Ghulam Ali in Delhi. The ghazal singer’s concert was earlier cancelled in Mumbai after objections were raised by the Shiv Sena. The AAP government has also invited the ghazal singer to perform in the national capital.
