Romanians arrested for ATM fraud in city

New Delhi: A team of Delhi police busted a gang of foreign nationals indulging in ATM frauds. The police has arrested two Romanian nationals, who used to withdraw money from

ATMs using cloned plastic cards.The team from District Cyber Cell, South District, arrested Iulian Dumbrava, a Romanian national. In his possession were 14 cloned plastic cards with PIN numbers mentioned on them. A sum of Rs 47,200 was recovered from his bag. On his instance, another person, namely Cornel Traian Mirea, also a Romanian national, was apprehended from IGNOU Road. He was in possession of 34 cloned plastic cards and Rs1,38,300 was recovered from him.

In view of some complaints of unauthorised withdrawals from ATMs in South District, a team of the District Cyber Cell started analysis of the same. Probe revealed that most of the unauthorised withdrawals had taken place from ATMs at isolated locations and at odd hours. Accordingly, CCTV footages of the alleged ATMs were obtained and analysed.

The accused disclosed that they visited India through Nepal and procured cloned cards from their associates.

They then took rooms in hotel/guesthouses in Delhi. Thereafter, they identified unmanned ATM booths in Delhi. They hid their face with mask, helmet, cap, goggles, etc. and withdrew money using the cloned plastic cards. Subsequently they converted the Indian currency into foreign currency and fled from India via Nepal.

Further investigation is in progress in this connection.
