It is learnt that in the last two decades, since the private courier operators entered the market, a need to have a complete database of all the players in the market place was felt. “Once the India Post is designated as regulator, all the operators would need to register themselves with it by way of securing licence, which will be chargeable,” sources said.

The policy paper, however, also talks about India Post’s collaboration with the private entities in formulating regulatory rules and a system of first-level dispute redressal mechanism. Since transportation parcels and documents is the main function of the courier service providers, security aspects are very much on the minds of policymakers. “Suggestions are also sought from the ministry of home affairs,” sources said. Meanwhile, also looking for options to expand the functions of Indian Postal Service to make its operations viable, an idea has also been mooted to allow it to enter the e-commerce activities.
