Almost a year after Prime Minister Narendra Modi announced Rs 80,000 crore package for Jammu and Kashmir, there is finally some headway in creating a safe and high quality healthcare environment in the restrictions-crippled state. The Union health ministry will give its presentation to the Prime Minister’s Office (PMO) on Friday, briefing about the steps taken for rehabilitation in J&K, which includes establishment of AIIMS-like institutes and upgradation of district level hospitals.

Sources said that from the total Rs 900 crore package segregated for health, implementation has started.

The pre-project work for setting up two AIIMS like institutes that will be opened one each in J&K, has already started. The health ministry has asked the Central Public Works Department for preparing a detailed project report for the institutes. “The report is expected by next month. However, out of the total package, about Rs 250 crores have already been approved and additional funds will be approved by the finance ministry as and when required. The aim is to strengthen the infrastructure so that all health care and state-of-the-art facilities is available in J&K,” sources said.

Along with setting up of AIIMS like institutions, the upgradation of district-level hospitals is also in the agenda. On Friday, the PMO will review the steps taken by the health ministry so far for J&K.

The Rs 80,000 crore package announced by the Prime Minister last year had five components — humanitarian reli-ef, disaster management, social infrastructure, economic infrastructure and developmental spending.

The health ministry will use the Rs 900 crores package in next three years. Officials say that this will help boosting the much needed health care facilities in Kashmir. Earlier, Union health minister J.P. Nadda had announced the setting up of two AIIMS in the capital cities of J&K as part of a development package for the state under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).

Significantly, ass per the package to be implemented in next four years, Rs 60,000 crore have been earmarked for new infrastructure projects in the state sector and around Rs 7,000 crore have been earmarked for the ongoing projects. Besides, Rs 8,000 crore have been segregated for humanitarian relief including rehabilitation of the flood-affected people.
