Scrap 15 Year Old Diesel Engines & BS-I, BS-II Vehicles, says NGT!

The National Green Tribunal’s crackdown on city-polluting diesel engines intensifies. And so the Tribunal has ordered for the scrapping of diesel vehicles over 15 years old.

The National Green Tribunal’s crackdown on city-polluting diesel engines intensifies. And so the Tribunal has ordered for the scrapping of diesel vehicles over 15 years old. Following deregistration of cars older than 15 years and no NOCs offered to them for plying in the city, they will be scrapped in a phased manner.

Vehicles less than 15 years old can avail NOCs for plying outside Delhi-NCR in select areas. The areas that the vehicles can ply will be selected by the states based on their pollution levels. The idea is also to scrap out and disallow the transfer of BS-I and BS-II compliant vehicles. In this regard, the NGT had already asked the Delhi Government to cancel registration of diesel vehicles older than ten years that are plying in the city.

Heavy vehicles as trucks will not be allowed to enter Delhi either, but they can bypass Delhi via select routes. The NGT still stands by its decision of directing the Delhi government to cancel registration of diesel-powered vehicles that are older than 10 years, which it did so recently.

Deregistration of diesel vehicles will also be carried out in a phased manner with an eldest-vehicle-first order. The Tribunal also slammed against both the Central Government and the Delhi Government for not doing anything to reduce pollution levels in the city. It also said that the odd-even scheme did not do much to contain air pollution.

Further, the RTOs in Delhi are also expected to issue NOCs to areas selected by the states, where these vehicles can ply. The NGT also asked the Central Government to come up with some benefits for those deregistering and scrapping their vehicles. Meanwhile, the Tribunal directed that the Delhi Development Authority (DDA) also provide suitable land for parking of deregistered vehicles.

After deregistration of vehicles, the RTOs must also issue public notice of the deregistered vehicles and provide the list of deregistered vehicles to the Delhi Traffic Police, the NGT said as part of its directives.
